Job Description (General Summary)

The Facilities Operations Manager oversees the maintenance, operations, and repair of the Songjiang, Shanghai facility. This role ensures all building systems and services are functioning efficiently and safely, while aligning with compliance standards. The Facilities Operations Manager collaborates closely with internal teams such as Production, Site Services, EHS, Global Facilities and external vendors. This position plays a key role in managing infrastructure to support business continuity and operational excellence.


Job Responsibilities and Requirements
Responsibility: 

Facilities Maintenance & Operations

  • Manage repair and maintenance of all building systems (e.g. HVAC, electrical, plumbing, security, waste).
  • Oversee internal and external maintenance teams and contractors.
  • Ensure timely completion of work orders and adherence to safety and quality standards.
  • Serve as liaison between ILOX and CHINT for building and leasing services.
  • Ensure compliance with all local and national licensing and certification requirements.
  • Use Integrated Workplace Management System to manage and communicate maintenance activities.

Project & Contract Management

  • Lead end-to-end facility renovation and construction projects, including planning, budgeting, risk assessment, and supervision.
  • Prepare RFPs, evaluate proposals, and manage contracts for utilities, cleaning, landscaping, etc.
  • Track project milestones and ensure timely delivery.
  • Manage short- and long-term maintenance budgets and capital planning.

Safety & Compliance

  • Ensure all maintenance activities meet safety regulations and internal standards.
  • Coordinate with EHS to maintain a safe and compliant facility environment.
  • Respond to emergencies and provide 24/7 support when required.
Qualifications:
  • Bachelor’s degree in Facility Management, Engineering, Construction Management or similar.
  • 8 + years in facilities management supervising skilled trades.
  • Native Mandarin Chinese plus Fluent/Business English
  • Strong communication, problem-solving, and organizational skills.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Experience in commercial, manufacturing, or institutional facility environments.
  • Physically capable of lifting 25 kgs and climbing ladders.
  • On-call availability for emergencies.
  • Proficient in Microsoft Office Suite. Experience with MS Project, AutoCAD a plus
  • Experience with IWMS systems (e.g., Nuvolo, Oracle, ServiceNow) a plus
